Conowingo Man Arrested for Setting Neighbor’s Car on Fire in Feud

CECIL COUNTY, MD – Early on Tuesday, Deputy State Fire Marshals arrested Phillip A. Fleming, 86, of Conowingo, in connection with a vehicle arson.

On Monday evening, the Water Witch Volunteer Fire Company responded to 6 Canning House Lane, finding a 2019 BMW X3 with a fire inside. Despite containment efforts, the vehicle suffered extensive damage.

Following an investigation and assistance from surveillance footage, it was determined that Fleming trespassed onto the property and ignited the SUV.

The incident appears to be the latest in a series of disputes between Fleming and his neighbors.

Attempting to avoid investigators, Fleming was found in the woods behind his residence. He now faces multiple charges, including second-degree arson.
