Delaware Contractor Arrested for Home Improvement Fraud, More Victims Suspected

MILLVILLE, DE — Jeremy Bowen, 44, of Millville, Delaware, was arrested on charges of home improvement fraud, announced the Delaware State Police. The arrest followed a complaint by a Dover resident regarding a contract with Delmarva Landscaping Solutions LLC.

In May 2022, the victim, a 72-year-old Dover man, entered into a contract with Bowen for the installation of an inground pool, a project estimated to take about five weeks. Despite paying $43,000, the work had not commenced, and the victim received no reimbursement. State Police secured an arrest warrant following their investigation.

Bowen surrendered to authorities at Troop 5 on March 13, 2024. He faces felony charges for home improvement fraud involving more than $1,500 where the victim is 62 years or older. After his arraignment by Justice of the Peace Court 2, Bowen was released on his own recognizance.

The Delaware State Police urge anyone who believes they may have been defrauded by Bowen to contact their local police department.
