Lewes Duo Indicted on Sex and Labor Trafficking Charges

LEWES, DE – Clifton H. Gibbs, 66, and Brooke D. Waters, 44, have been indicted by a District of Delaware federal grand jury on charges related to sex and labor trafficking. The pair allegedly aided each other in the trafficking of 13 individuals from 2014 to 2020.

The indictment alleges that the duo forced victims into commercial sex acts and labor services under threats of serious harm. They also reportedly transported three victims across state lines for criminal sexual activity.

Convictions could result in minimum sentences of 15 years to life imprisonment for sex trafficking charges, 20 years for forced labor charges, and 10 years for interstate transportation for criminal sexual activity.

The Delaware State Police, along with several departments of the Justice Department and Homeland Security Investigations, are involved in the investigation and prosecution.
