Lifeguards could soon be classified as first responders in New Jersey

TRENTON, NJ – A new measure introduced in the New Jersey Assembly seeks to officially recognize open water lifeguards as first responders and emergency response providers.

Assembly Bill A6240, sponsored by Assemblyman Sean T. Kean, was introduced Thursday and referred to the Assembly Public Safety and Preparedness Committee.

The legislation aims to formally designate ocean, bay, and lake lifeguards under the same emergency response category as police, firefighters, and EMS personnel.

Expanding recognition for lifesaving roles

Kean’s bill highlights the essential emergency functions performed by open water lifeguards during rescues, drownings, and coastal emergencies. Supporters argue that the designation would ensure lifeguards receive the same training opportunities, resources, and protections afforded to other first responders.

The proposal follows growing acknowledgment of the dangers lifeguards face during extreme weather, rip currents, and crowded beach conditions along New Jersey’s coastline.

Committee review ahead

The Assembly Public Safety and Preparedness Committee will review the bill before any floor action. If approved, it would formally elevate the professional status of open water lifeguards statewide.
