The Kingston Police Department confirmed that Simon was off duty at the time and has been cooperating with the investigation.

Road rage incidents under scrutiny

The shooting adds to a growing number of violent encounters stemming from roadway disputes across the region.

Officials reminded drivers to stay inside their vehicles and contact law enforcement rather than confront others during traffic-related altercations.
