Man Who Shot Teen Girl in New Castle Arrested

NEW CASTLE, DE – On Monday, at 3:15 p.m., the New Castle County Division of Police responded to a shooting on Cahalan Road. An 18-year-old female victim was found with a gunshot wound to her leg.

Patrol officers administered immediate medical aid using a tourniquet before transporting the victim to a hospital, where she is currently in stable condition.

Investigations revealed that the suspect, Tom Cebastien Noel, 19, of New Castle, had an altercation with a male acquaintance and subsequently shot the female victim.

Noel was later apprehended near Castlebrook Apartments by the Mobile Enforcement Team. He faces charges of first-degree assault and possession of a firearm during the commission of a felony. Noel is currently held on a $120,000 cash bail.
