MANCHESTER, NJ – The Manchester Township Council is set to introduce a series of new ordinances totaling more than $4.7 million to fund major water utility infrastructure upgrades and authorize multiple contract actions during its next public meeting. The Tuesday meeting was canceled due to weather, but the agenda is expected to be carried over to the next public meeting.

Major infrastructure investments
At the meeting, council members will consider Ordinance #26-15, authorizing $2,142,000 in bonds and notes for improvements to the Water and Sewer Authority’s western service area. The funding will cover the replacement of Well #10 and the decommissioning of the existing well.
A second measure, Ordinance #26-16, seeks to appropriate $2,565,400 for the eastern service area, including the long-anticipated Route 70 water main extension project. Together, the two projects represent one of the township’s largest recent capital investments in water infrastructure.
Street vacations and code amendments
In addition to the bond ordinances, the council will introduce amendments to Chapter 430 of the township code governing water connections and delinquency notices for residents.
Two separate ordinances — #26-18 and #26-19 — would vacate portions of several township roads, including Weston, Madison, Jackson, Manchester, Blanche, Cleveland, and Evelyn streets, clearing the way for potential redevelopment or right-of-way adjustments.
Consent agenda highlights
The consent agenda features resolutions extending emergency contracting services with Crest Construction Group and releasing escrow funds for projects on Commonwealth Boulevard. Financial items include emergency temporary appropriations for the 2026 calendar year and continued management of employee health and flexible spending accounts through Ameriflex.
Other actions authorize new recreation fees for spring and summer programs, contracts with Cassone Leasing Inc. and Party Perfect, and trip reservation agreements for the Harry Wright Lake Day Camp and Camp Adventure programs.
The meeting will also include approval of applications for membership in the New Jersey State Firemen’s Association.
