New City Couple Arraigned on Second-Degree Murder Charges

NEW CITY, NY – The Rockland County District Attorney’s Office, led by Thomas E. Walsh II, and the Clarkstown Police Department, headed by Chief Jeffrey Wanamaker, have announced the arraignment of Constantinos Doonan, 31, and Jo-Ann Haughey, 26, both of New City, New York. The couple faces charges of second-degree murder (a class “A” felony) in the killing of Constantinos Mastakouris, Doonan’s grandfather.

The incident occurred between January 29 and January 30, 2023, at 45 Ruth Drive in New City, where Mastakouris resided with Doonan, Haughey, and their two young children. Following the murder, the couple concealed Mastakouris’s body in a crawl space within the residence, alarmingly close to where they and their children slept.

Additionally, from January 29 to March 19, 2023, Doonan and Haughey are alleged to have stolen and possessed property belonging to Mastakouris without permission or authority. This case has drawn attention due to the familial connections and the disturbing circumstances surrounding the crime.
