In a progressive move, the New Jersey legislature has proposed a bill titled the “Menstrual Equity for Haitian Migrants Act,” aimed at supporting the health and dignity of Haitian migrants in the state. T

his initiative, directed by the Department of Health (DOH), is designed to provide essential menstrual hygiene products at no cost to Haitian migrants who have been in the state for at least two years prior to the effective date of the bill.

The DOH is tasked with partnering with community-based, faith-based, and nonprofit organizations to distribute sanitary pads, tampons, menstrual cups, and other necessary menstrual hygiene products. The program not only focuses on the distribution but also includes extensive outreach to ensure Haitian migrants are aware of the available resources.

Funding for the program will come from annual appropriations from the General Fund, along with potential grants from state, federal, or other sources dedicated to addressing period inequity and menstrual health services.

The DOH will also be required to submit an annual report to the Governor and the Legislature evaluating the program’s effectiveness and suggesting any legislative or administrative improvements.

This bill addresses a significant gap in menstrual health equity, particularly highlighting the challenges faced by marginalized and newly arrived migrant populations. With approximately 46,000 Haitian migrants residing in New Jersey, this act is seen as a crucial step towards integrating and supporting an important segment of the state’s diverse community.
