FREDERICK, MD – Kevin Eugene Mack, a 42-year-old Pennsylvania resident, has been formally charged with 1st and 2nd-degree murder, as well as related firearms offenses, by the Frederick Police Department’s Major Crimes Unit.
The victim has been identified as Kagina Marie Brown, 19, also of Pennsylvania.
The fatal shooting occurred on Wednesday, in the 100 Block of Willowdale Drive.
Preliminary findings suggest that Mack and Brown were in a relationship, indicating that this was not a random act.
