MILLERSVILLE, PA – On Monday, March 18, 2019, Officer Phillip Eck was advised by Lancaster County Communications to investigate an assault that was reported to have taken place in the 300 block of College Manor Avenue, Millersville PA (Manor Twp). Through a lengthy investigation, Officer Eck was able to identify three individuals that were involved in the assault. As a result of the investigation, Officer Eck is charging three individuals in this investigation to include Brandon Newcomb, 18 with Simple Assault, Disorderly Conduct and Harassment for his role in this incident.
