Registered sex offender arrested for not reporting new address in Ocean County

TOMS RIVER, N.J. — A man has been incarcerated in Ocean County after being charged with failing to notify law enforcement of an address change, a requirement under New Jersey’s sex offender registration laws.

Noel Angle Pacheco, 29, was committed to custody on Thursday and is being held without bail, according to Ocean County jail records. He faces a single charge of violating N.J.S.A. 2C:7-2D, a fourth-degree offense that applies to registered sex offenders who fail to meet mandatory notification requirements.

Court documents show that the charge stems from an incident linked to case number w20240014661507. While the nature of the alleged violation has not been detailed publicly, sex offenders in New Jersey are required by law to notify authorities of any change in address, employment, or other circumstances.
