Repairs on the Horizon for Jackson MUA’s Rough Paving Jobs


JACKSON-In recent months, many of Jackson’s streets have been dug up, some recently paved, due to waterline construction and repair projects completed by MUA contractors.  Most of that utility work was patched up with rough paving jobs that have left many roads in worse shape than they were prior,  with uneven trenches, dips, bumps and grading problems affecting vehicles that drive over them.

Relief could be on the horizon as the MUA this week has issued a request for bids to repair those sub-par paving jobs, but it’s not certain how long the roads will remain in their current state.

The bid calls for an infrared paving process to repair Jackson’s roads that have been affected.

Infrared paving should allow for the roads to be repaired in a manner that is seamless to a driver passing over the repaired areas.  It uses an infrared heating unit to soften the existing surrounding pavement to allow the new pavement to be fused into the existing pavement.

TOWNSHIP OF JACKSON ADVERTISEMENT FOR BIDS THE JACKSON TOWNSHIP MUNICIPAL UTILITIES AUTHORITY OCEAN COUNTY, NJ NOTICE IS HEREBY GIVEN that sealed bids entitled: Contract Name: 2017 Infra-Red Paving Project Contract No.: CT-17060 will be received by The Jackson Township Municipal Utilities Authority (Authority) at 135 Manhattan Street, Jackson, New Jersey, until 2:00 P.M. prevailing time on Wednesday, September 20, 2017, at which time the submissions received will be publicly opened and read aloud by the Owner. No bids will be accepted after said prevailing time and day. The proposed work consists of but is not limited to: the furnishing of all labor, materials, equipment, transportation and means necessary to pave various trenches that have been base-paved as a result of emergency repair work performed on the Authority’s sewer and water system, and public works projects throughout Jackson Township on Township, County and Private roadways as shown in photos and drawings. A non-mandatory Pre-Bid Meeting has been scheduled for 10:00 A.M., prevailing time on Wednesday, September 13, 2017 at the Authority’s Main Conference Room in the Administration Building at the aforementioned address. Bids must be submitted on forms prepared by the Authority. All bids must be enclosed in a sealed, specially addressed envelope bearing on the outside, the name and address of the bidder and work bid upon. Complete digital project bidding documents may be downloaded through or directly from for a non-refundable fee of $10.00 by inputting Quest Project No. 5308714 on the website’s Project Search page. Additionally, a paper set of project documents are available for purchase at the Authority’s office on or after the date of this notice, for a non-refundable charge of $20.00 for each set of plans and specifications requested. Checks should be made payable to the order of the Jackson Township Municipal Utilities Authority. Each bid must be accompanied by a Bid Bond or Certified Check for an amount equal to ten percent (10%) of the bid or a maximum of $20,000.00. Such certification is to be without condition or qualification, and the check made payable to The Jackson TownshipMunicipal Utilities Authority. Each bid must also be accompanied by an agreement to become Surety, properly executed by a Surety Company authorized to do business in the State of New Jersey and which agreement shall be attached to the proposal. All bidders shall be required to comply with N.J.S.A. 10:5-31, et seq. and N.J.A.C.17: 27, requiring each bidder and each subcontractor to formulate and submit to the proper authorized representative of the State of New Jersey an affirmative action program of equal opportunity, which guarantees minorities employment in all categories. If a bidder is a corporation, Subchapter S corporation, partnership, limited partnership, or limited liability partner or company the bidder, in conformance with N.J.S.A. 52:25-24.2 et seq., shall submit with its bid a statement setting forth the names and addresses of all stockholders who own a ten percent (10%) or greater interest in the firm. All bidders are advised of the penalties for false, deceptive or fraudulent statement as required by N.J.S.A. 40A:11-33 through -34.
