Seaford, DE – On January 23, 2021, at approximately 6:40 a.m., troopers were dispatched to Park Circle in the Mobile Gardens Community for a reported shooting. The investigation determined 28-year-oldKwantae Hovingtonof Seaford had sustained a gunshot wound and was pronounced deceased at the scene.
