Flagler County child molester arrested after three years of undetected abuse

FLAGLER COUNTY, FL – On Monday, May 10th, 2021, at approximately 6:00 pm, Deputies with the Flagler County Sheriff’s Office’s (FCSO) arrested Monserrate Teron (DOB: 10/27/1963) for an outstanding arrest warrant in reference to Lewd and Lascivious Molestation of a Child under 12 years old.

Detectives with the FCSO Major Case Unit began the investigation in September of 2020 when Teron’s victim (a 9-year-old female) reported to her parents that Teron had been molesting her since she was approximately 6 years old. Detectives interviewed Teron about the allegations.

While Teron could not explain away the child’s claims, he recounted that she became obsessed with his genitals after observing him taking a shower and that she would continuously make efforts to grab his penis for years. Teron stated that he never reported this to the child’s parents out of fear that they would “get mad” at him.


On Tuesday, May 4th, the Honorable Judge Terrance R. Perkins signed a warrant for the arrest of Teron. Detectives with the Major Case Unit, in conjunction with the Fugitive Unit and the PACE Unit, began working around the clock to try and apprehend Teron. Detectives utilized FCSO’s Real Time Crime Center (RTCC), along with other investigative resources, to determine that Teron had flown to Puerto Rico the day before his warrant issued.

Analysts with FCSO’s RTCC were able to add Teron’s license plate to a “Hot List” which would alert the FCSO once his license plate was detected by one of the FCSO’s Automatic License Plate Readers (ALPR).

At approximately 5:53 pm on May 10th, the Flagler County Communications Center was alerted that Teron’s license plate had been detected within the county. Communications Specialists then coordinated with the Community Policing Division to safely arrest of Teron in the parking lot of Wawa on State Road 100 in Palm Coast.

“This is another great example of technology combining with good old-fashioned police work to get criminals behind bars and out of our community effectively and efficiently,” Sheriff Staly said. “I want to thank the detectives for their hard work investigating this case and the great work of our crime analysts at our Real-Time Crime Center. This disgusting pervert is now in jail where he belongs and can’t hurt another child. I hope this arrest brings some form of closure to the victim and the victim’s family.”Teron is currently being held at the Sheriff Perry Hall Inmate Detention Facility. He is charged with Lewd and Lascivious Molestation of a Child and being held on a bond of $250,000.
