‘Fugitive of the Week’ From Belknap County Arrested in Manchester

– The U.S. Marshals – NH Joint Fugitive Task Force is very
pleased to announce the arrest of Belknap County fugitive, Ryan
Christopher Devlin in Manchester, NH on October 31, 2021.

Ryan
Devlin, 34 years-of-age, was last known to reside in Manchester (NH) was
being sought on an arrest warrant issued on September 2nd by the Belknap
County Superior Court for probation violations due to a prior conviction
and sentence for 2nd degree assault. Mr. Devlin has a very extensive
criminal history and was listed as assaultive & known to abuse drugs on
his most recent “Fugitive of the Week” poster

As part of this
investigation, Devlin had been featured as the “Fugitive of the Week” on
September 8, 2021. This feature was aired on WTPL-FM, WNTK-FM, WTSN-FM,
WEMJ-FM, The Union Leader, The Nashua Telegraph, The Patch, Manchester
Information, the Manchester Ink Link, The Rochester & Lebanon Voice and
prominently featured on the internet. The “Fugitive of the Week”
continues to be a very successful tool that has resulted in the location
and arrest of over 500 fugitives since its implementation in 2007.
Additionally, the “Fugitive of the Week” was also to be distributed
statewide to all law enforcement officers in New Hampshire.


Tips
went to the Manchester Police Department pointing investigators to a
motel on West Hancock Street. After a period of surveillance, Devlin was
seen departing the hotel in a vehicle which was stopped by the
Manchester Police Department. Mr. Devlin was arrested without incident
and transported to the Manchester Police Department for processing and
holding until members of the Belknap County Sheriff’s Office could
arrive and take custody of Devlin. Devlin was transported to the Belknap
County Jail, where he was being held pending his initial court
appearance at the Belknap County Superior Court.

Since the
inception of the U.S. Marshals – New Hampshire Joint Fugitive Task Force
in 2002, these partnerships have resulted in over 8,218 arrests (Updated
as of 12/16/2020). These arrests have ranged in seriousness from murder,
assault, unregistered sex offenders, probation and parole violations and
numerous other serious offenses. Nationally the United States Marshals
Service fugitive programs are carried out with local law enforcement in
94 district offices, 85 local fugitive task forces, 8 regional task
forces, as well as a growing network of offices in foreign countries.
