U.S. Marshals Fugitive Task Force Arrests Fugitive Wanted for Child Endangerment After Baby Found With Suspected Packets of Heroin and Fentanyl in its Mouth

Harrisburgh, PA – Today, United States Marshal Martin
J. Pane announced the arrest of Tyler Darnell Norman, a 26-year-old
Harrisburg man.

On September 23, 2021, at about 3:15 p.m.,
Harrisburg police officers were dispatched to 2nd and Market Streets for
an unresponsive 7-month-old child. An officer attempted rescue breathing
and discovered a pink packet in the child’s mouth – a type of packet
frequently used in illegal drug sales. The child’s mother was present
and confirmed that the packet contained a heroin and fentanyl mix.
Officers administered two doses of an opioid overdose reversal drug
while transporting the baby to UPMC Harrisburg. Medical personnel
continued treatment and the child survived.

The child’s mother –
Khelsea Frick of Harrisburg – was arrested for endangering a child and
several drug offenses. After further investigation officers obtained an
arrest warrant charging Norman – Frick’s paramour – with the same
offenses and the U.S. Marshals Service (USMS) Fugitive Task Force was
asked to apprehend him.


This morning at about 10 a.m., members
of the fugitive task force arrested Norman without incident in the 100
block of Sylvan Terrace, Harrisburg. He was turned over to Harrisburg
officers for booking and arraignment.

U.S. Marshal Martin Pane
said, “The U.S. Marshals Service recognizes the importance of bringing
those charged with endangering children to justice and gives special
attention to these cases. It is my hope that the community will find
comfort knowing this defendant will face justice in the court system.”

The USMS Fugitive Task Force in the Middle District of Pennsylvania
is comprised of 21 state, county and local police agencies, including:
the Harrisburg Bureau of Police; the Pennsylvania State Police; the
Pennsylvania Board of Probation and Parole; the Lower Paxton Township
Police Department; the Swatara Township Police Department; the Derry
Township Police Department; the Steelton Police Department; the Dauphin
County Adult Probation Office; and the Dauphin County Work Release
Center – all of whom participated in this arrest.
