Cumberland Crime Report: Warrants, CDS, Assault

CUMBERLAND, MD – The Cumberland Police Department has issued their daily police blotter log for April 21, 2022. The following incidents were reported and are being published in their entirety to ensure accuracy.

ARREST WARRANT SERVED

On Thursday, April 21, 2022, the Cumberland Police Department served an arrest warrant on Yancey Bailey. The warrant was issued in connection with a stolen motor vehicle investigation that began on April 20, 2022. On this date at approximately 5:20 PM, officers of the Cumberland Police Department responded to Park Street regarding a stolen motor vehicle being located by its owner. Through further investigation, the suspect was identified as Yancey Bailey. The investigating officer applied for charges at the District Court of Allegany County and an arrest warrant was issued for Bailey. He was arrested and later seen by a District Court Commissioner for his initial hearing. Bailey was remanded to the Allegany County Detention Center held without bond.

ARREST WARRANT SERVED/CDS ARREST

On Thursday, April 21, 2022, at approximately 4:17 PM, an officer of the Cumberland Police Department observed Paul Stalba walking on Frederick Street near N. Centre Street. The officer had knowledge of an active arrest warrant for Stalba. The officer placed Stalba under arrest and searched his person incident to arrest. A quantity of a controlled dangerous substance was located during the search. Stalba’s warrant had been issued as a result of an assault that was reported earlier in the day. At approximately 8:14 AM, officers had responded to a residence on E. Second Street and contacted the alleged victim. She reported that she was assaulted by Stalba at a N. Mechanic Street address the previous night. She explained that she had also been assaulted by Stalba on numerous other occasions. The investigating officer applied for charges.
Stalba was served with the warrant and charged accordingly for the CDS located on his person. He was transported to Central Booking and later seen by a District Court Commissioner who remanded him to the Allegany County Detention Center. Stalba was held without bond on the warrant and held on $2,500 for the on-view CDS charges.

ON-VIEW CHARGES: 3 counts of CDS: Possess-Not Marijuana

CDS/ASSAULT ON POLICE ARREST

On Thursday, April 21, 2022, at approximately 7:03 PM, an officer of the Cumberland Police Department observed a drug transaction take place in the area of Fulton Street at Decatur Street. The officer contacted the two subjects involved and detained them for further investigation. Upon confronting one of the subjects, Shane York, the officer was met with non-compliance. York was uncooperative and created a disturbance which was observed by civilians. York refused to listen to the officer’s orders, assaulted the officer, and resisted arrest. A quantity of controlled dangerous substance was located during the arrest. York was transported to the police station for processing and then taken to Central Booking. He was later seen by a District Court Commissioner who remanded him to the Allegany County Detention Center held without bond.
