Philadelphia Man Arrested For Assaulting Non-Verbal 18-Year-Old

DOYLESTOWN, PA- The Central Bucks Regional Police have arrested Jophany Raphael, 25, on multiple charges including, assault, neglect, abuse, and harassment.

An investigation was opened after it was suspected that Raphael had assaulted a patient at Foundations Behavioral Health in June.

“The 18-year-old victim is non-verbal and has been diagnosed with multiple medical disorders related to his mental health diagnoses,” according to police. “During the incident, staff members witnessed Raphael block the victim from leaving the room, pushed the victim to the ground, and kick the victim in the head, chest, and stomach while on the floor.”


Raphael was taken into custody and arraigned. His bail was set to $250,000. Criminal charges and any discussion thereof are merely allegations and all defendants are presumed innocent until and unless proven guilty, investigators stated.
