NYC Facing Unprecedented Humanitarian Crisis, Mayor Adams Says

NEW YORK, NY — Amid a continued influx of asylum seekers in New York City, Mayor Eric Adams has extended previous emergency measures for an additional five days through Emergency Executive Order 499.

The order aims to address the immediate needs of thousands of asylum seekers arriving from the Southern border, while still accommodating those already in the city’s Department of Homeless Services (DHS) Shelter System. This follows a state of emergency first declared in 2022 and most recently extended in September 2023.

“The City now faces an unprecedented humanitarian crisis that requires it to take extraordinary measures to meet the immediate needs of the asylum seekers while continuing to serve the tens of thousands of people who are currently using the DHS Shelter System,” Mayor Adams said in the order.


Pursuant to New York State and City laws, the Mayor’s authority in emergencies includes this extension. The order takes immediate effect and will remain in place for five days, unless terminated or modified sooner.
