Family Members Charged for Operating Illegal Marijuana Business in Toms River

TOMS RIVER, NJ – A cooperative investigation by multiple law enforcement agencies led to the arrest of Scott Carlino, 52, and his mother, Ellen Carlino, 74, for illegal distribution of marijuana and THC-related products. The investigation involved the Ocean County Prosecutor’s Office Narcotics Strike Force, Manchester Township Police Department, Toms River Township Police Department, Brick Township Police Department, and New Jersey State Police.

From May to September, detectives conducted surveillance on “EarthE CBD,” a business in Toms River, as well as residences in Toms River and Brick Township. On September 28, Scott Carlino was observed leaving his Toms River residence and was later stopped by New Jersey State Police on the Garden State Parkway.

Subsequent court-authorized search warrants on the business and residences resulted in the seizure of approximately 70 pounds of marijuana, 1,500 pounds of THC-related products, a 9 mm handgun, and around $390,000 in cash. An additional $217,000 was seized from Scott Carlino’s personal bank accounts.


Scott Carlino faces multiple charges, including Possession of Marijuana in a Quantity Greater than 25 Pounds with Intent to Distribute and Financial Facilitation. He is currently held at the Ocean County Jail pending a detention hearing.

Ellen Carlino was charged with Conspiracy to Commit Financial Facilitation and was taken into custody at her Brick Township residence. She was served with the charge via summons and is awaiting her first appearance in Ocean County Superior Court.
