County Monitor Installed at Asbury Park Police Department Amid Surge of Complaints

FREEHOLD, NJ – Monmouth County Prosecutor Raymond S. Santiago announced the installation of an on-site monitor at the Asbury Park Police Department, effective last week. The move comes after a noticeable increase in internal affairs complaints filed by officers against each other within the department.

The monitor, chosen from the Monmouth County Prosecutor’s Office (MCPO) investigative ranks, will be present at random intervals for an indefinite period. The aim is to help the department function efficiently and professionally, while allowing officers to focus on ensuring community safety.

Prosecutor Santiago emphasized that the presence of the monitor does not imply any allegations are either truthful or credible. The MCPO is committed to investigating each complaint thoroughly. Santiago also noted that further details could not be disclosed due to ongoing internal affairs investigations and pending litigation.


The surge in internal complaints within the Asbury Park Police Department began in March 2023 and has escalated in recent months. Asbury Park Police Chief David Kelso stated the department will continue to cooperate and maintain its relationship with the MCPO.
