Major Drug Bust in Atlantic City: Four Men Charged

ATLANTIC CITY, NJ – In a significant drug investigation, the Atlantic City Police Department charged four men for their involvement in narcotics distribution. The operation led to the recovery of substantial amounts of heroin and cocaine.

Detectives from the Special Investigations Section were surveilling a residence on the 1300 block of Caspian Avenue, linked to Juan Howard, James Clegg, and associates for storing and distributing drugs.

On November 8, 2023, a vehicle stop resulted in the arrest of Clegg and Alvin Whitaker. Detectives found 50 bags of heroin and over $8,400 in cash. Juan Howard was arrested on outstanding warrants nearby.


A search warrant at the Caspian Avenue residence yielded over one pound of cocaine, 10,260 bags of heroin, and drug distribution paraphernalia. Detectives also detained Donte Howard inside the apartment. Further, a vehicle search associated with Juan Howard led to the discovery of over 17 grams of cocaine.

Detective Eric Evans led the investigation, culminating in the arrests and seizure of drugs.

The four men face multiple charges, including possession and intent to distribute controlled dangerous substances, money laundering, and conspiracy. They were remanded to the Atlantic County Justice Facility.
