The action followed multiple complaints to the Troy Police Department about noise, disturbances, parking problems, and litter. The establishment also violated its 2 a.m. closing hours set by the City of Troy.

On August 6, 2022, SLA and TPD found the business’s manager, who is the owner’s spouse, falsely claiming ownership. Despite assurances to address these issues, the establishment continued operating past allowed hours, observed by Troy Police Captain Montanino on September 10th.

Further incidents occurred on October 29, 2022. TPD officers found the lounge operating beyond its capacity of 60, with an estimated 120 patrons inside. The staff locked the doors and denied officers entry, leading to city code violations.

On November 3, 2022, SLA charged The Empire Lounge with multiple violations, including noise and disorder, improper use of security guards, and occupancy and exit issues. An investigation into unauthorized license use is ongoing, following the licensee’s non-compliance with record requests.

SLA Chairman Vincent Bradley emphasized the growing pattern of violations at the lounge, noting its threat to public safety and the strain on police resources. The SLA aims to ensure that such disruptive behavior ceases, with this suspension serving as a clear message of their commitment to public safety.
