Ocean County Bids Farewell to Commissioner Joseph H. Vicari After 42 Years

TOMS RIVER, NJ – Joseph H. Vicari, Ocean County’s longest-serving Commissioner, concluded his final meeting amidst an audience of officials, employees, and family at the Ocean County Administration building on Wednesday. Vicari, in office since 1981, decided not to seek re-election this year, choosing to devote time to his family, including two grandchildren.

Vicari’s tenure began with his election to the Board of Chosen Freeholders, now known as the Board of Commissioners. He credits his family and mentors, including former Ocean County Republican Chairman Joseph Buckelew, for his longstanding success. Buckelew, alongside other former freeholders, honored Vicari at the meeting, reminiscing about Vicari’s commitment since his early days in local politics.

Vicari’s political journey includes an unbroken record of victories in local, county, and Republican primaries dating back to 1979. His service also extended to the Dover (now Toms River) Township Committee from 1980 to 1994.


The meeting saw tributes from various dignitaries. Senator Samuel D. Thompson presented a joint resolution from the New Jersey Senate and General Assembly, recognizing Vicari’s decades of service. The Monmouth County Board of Commissioners and a representative from Congressman Chris Smith’s office also acknowledged Vicari’s contributions, with the latter presenting an American Flag flown over the U.S. Capitol.

Colleagues on the Board of Commissioners, including John P. Kelly, a 30-year veteran, praised Vicari’s dedication to Ocean County. Kelly highlighted Vicari’s “unwavering love” for the county as his enduring legacy.

He will be replaced by Frank Sadeghi who won the November 2023 general election for the seat.
