Dover Police Announce Arrest in Ann Avenue Homicide and Related Shootings

DOVER, DE — In a press conference held on December 27th at 11:00 a.m., the Dover Police Department announced the arrest of a suspect linked to the Ann Avenue homicide on December 14th and two related shootings. Police Chief Johnson provided details of the arrest and the investigation.

Jaquan Fletcher, 20, of Dover, has been apprehended for the murder of Mr. Frederick Tolson, a 42-year-old barber and family man, and the attempted murder of three other Dover residents. These include a 45-year-old male, a 35-year-old male, and a 59-year-old male, all of whom seemingly had no prior connection to Fletcher.

The series of violent incidents began on December 2nd at a Wawa store on Forrest Avenue, where a 45-year-old male was shot in the parking lot. The second shooting occurred on December 8th near Village Drive and Quail Hollow Drive, injuring a 35-year-old male. The final incident, the fatal shooting of Mr. Tolson and the wounding of another family member, took place on December 14th on Ann Avenue.


The Dover Police Department’s extensive investigation involved surveillance footage review, vehicle identification technology, interviews, and crime scene analysis. This led to the identification of Fletcher as the suspect responsible for all three shootings.

Fletcher, already wanted by the Delaware State Police on unrelated charges, was arrested without incident on December 15th during a search warrant execution at his residence. The Attorney General’s Kent County Office finalized the charge list by December 20th, and an arrest warrant was issued.
