Six Arrested for Looting in Storm-Damaged Panama City Beach Area

PANAMA CITY BEACH, FL – January 10, 2024 – The Bay County Sheriff’s Office has announced the arrest of six individuals on charges of burglary in the storm-damaged Treasure Circle area of Panama City Beach.

The area recently suffered significant damage due to strong storms and tornadoes. A curfew from 9 pm to 6 am was imposed to reduce the risk of looting following the natural disaster.

At around 11 am this morning, six men were observed exiting a damaged home with various items. Following an interaction with the suspects, deputies and investigators proceeded with their arrest.


The individuals arrested include Miguel Rivera-Rodrigues, 36; Elder Manuel Paz Rapalo, 35; Jose Manuel DeLira Castenada, 34; and Edgar Adrian Garcia Sanchez, 38, all charged with burglary. Additionally, Jose De Jesus Lozano-Lara, 24, and Diego Fabian Villaneuva-Aguilar, 21, were charged with Principal to Burglary.

Sheriff Tommy Ford emphasized the severity of the situation, stating, “Looting will not be tolerated. Anyone who tries to victimize someone who has already lost so much will be caught and prosecuted.”
