Bill for NJ Transit Rider Advocacy Commission Advances

The New Jersey Senate Transportation Committee has taken a significant step towards improving the experience of NJ Transit riders. A bill sponsored by Senator Raj Mukherji, S-1190, which proposes the creation of an independent Rider Advocacy Commission and a New Jersey Transit Customer Advocate, has been advanced by the committee.

The essence of the bill, as explained by Senator Mukherji (D-Hudson), is to provide a robust and autonomous voice for NJ Transit customers. This comes in light of NJ Transit being one of the largest transit systems in the country, currently lacking an independent body or official dedicated to the welfare of its riders. The bill aims to ensure that decisions such as fare hikes are subjected to thorough analysis and consideration of rider needs.

The proposed Rider Advocacy Commission would consist of three members, appointed by the Governor, the President of the Senate, and the Speaker of the General Assembly. This Commission would then appoint a Rider Advocate who would lead the newly established New Jersey Transit Office of Customer Advocate. The bill also seeks to repeal the current provision that allows the New Jersey Transit Board to employ a customer advocate internally.


Drawing inspiration in part from the NYC Transit Riders Council, the Rider Advocate would have the authority to consult expert assistants and engage in various activities like investigations, research, and presenting comments to NJ Transit’s board and legislative committees. A significant role of the Advocate would be to maintain regular communication with NJ Transit’s customers, including conducting monthly meetings and establishing a website and voicemail for public input.
