Cumberland Police Blotter: Here’s What’s Happening

Cumberland, MD – The Cumberland City Police Department reported a series of law enforcement actions on January 31, 2024, including arrests and service of a criminal summons.

The first incident involved the arrest of 67-year-old William Douglas Kirby, a resident of Cumberland. Kirby was apprehended due to an outstanding bench warrant issued by the Allegany County District Court on January 30. The warrant was issued following Kirby’s failure to appear in court for a previous trespassing charge. Following his arrest, Kirby was presented before a District Court Commissioner for his initial appearance and was subsequently released on his own recognizance.

In a separate event, 47-year-old Jennifer Lynn Rohrback, also from Cumberland, was served with a criminal summons. This summons was related to an incident that occurred on January 25 at a residence on the 100 block of Mechanic Street. A private citizen alleged that Rohrback had stolen medication from them. Following the service of the summons, Rohrback was released, pending her trial in District Court. She faces charges of theft less than $100.


Additionally, the Cumberland City Police responded to a hit-and-run motor vehicle crash at the intersection of Hanover Street and Inner Loop Road. An abandoned Nissan Maxima was found at the scene, having struck and uprooted a tree, resulting in significant damage to the vehicle. A witness reported seeing a female attempting to dislodge the vehicle before fleeing on foot. Police officers located the suspect, Starlette Rain Redman, aged 38, near the crash site. Despite her initial claim of not driving the vehicle and reporting it stolen, Redman was arrested and charged with obstructing and hindering, making a false police report, false statement, and five traffic-related charges. Like Kirby, Redman was taken before a District Court Commissioner for her initial appearance and released on her own recognizance.

These incidents highlight the ongoing efforts of the Cumberland City Police Department to address various criminal activities within the community.
