Cumberland Police Blotter: Here’s What’s Happening

Cumberland, MD – The Cumberland City Police Department announced the arrest of four individuals on Monday, February 5, for various charges, including failure to appear in court, violation of probation, trespassing, and fraud.

Kwame Aswad Gilcrest, 45, of Cumberland, was apprehended on a Bench Warrant issued by the Washington County District Court on January 31. The warrant was for failing to appear in court on charges of trespassing, disturbing the peace, and failure to obey. Following his arrest, Gilcrest was presented before the District Court Commissioner and was subsequently released on a $3,000 unsecured bond.

In a separate incident, Celvin Saul Zavala Portillo, 30, of Baltimore, was also arrested on a Bench Warrant for failing to appear in court. This warrant, issued by the Baltimore County District Court on January 25, 2023, related to traffic-related charges. Portillo was released on his own recognizance after his initial appearance before the District Court Commissioner.


The police also arrested William Dean Smith Jr, 23, of Midland, for violating the terms of his probation as per a Bench Warrant issued by the Allegany County Circuit Court on January 29. The violations stem from previous convictions on charges including 4th and 3rd-degree sex offenses, assault, and sex abuse of a minor. Smith is currently held without bond at the Allegany County Detention Center.

Additionally, Martin Lewis Stanback, 33, of Cumberland, was served a criminal summons related to an incident on February 4 at an apartment building on N. Liberty Street. Responding to a trespassing complaint, officers located Stanback on the property without permission. After providing a false name during the incident, Stanback was issued a no-trespassing letter and subsequently served with a criminal summons for trespassing on private property and fraud for personal identification to avoid prosecution. He has been released pending his trial in District Court.
