Maryland Man Sentenced to 12 Years for Deadly Shooting in Washington D.C.

Washington, DC – Jamaarr Morgan, 23, from Hyattsville, Maryland, has been sentenced to 12 years in prison for the murder of Jacques Russ in December 2021.

On July 12, 2023, Morgan pled guilty to voluntary manslaughter while armed. His sentencing on February 16, 2024, by the Honorable Marisa Demeo, falls within the District of Columbia Voluntary Sentencing Guidelines range of 90 to 180 months. Following his prison term, Morgan will undergo five years of supervised release.

The fatal incident occurred on the morning of December 14, 2021, when Morgan encountered Russ on his way to work and shot him in the head. The victim was later discovered by a passerby. This case was prosecuted with the collaboration of the U.S. Attorney’s Office and the Metropolitan Police Department, underscoring the severity of gun violence in the community.
