D.C. Housing Authority Officer Shot in Navy Yard

Washington, D.C. – An officer-involved shooting took place early this morning in the Navy Yard area involving a D.C. Housing Authority Police officer.

The incident occurred around 5:41 a.m. at a D.C. Housing Authority property on the 400 block of M Street, Southeast. Officers responded to a report of unlawful entry when they encountered two suspects inside the property. A confrontation ensued with one of the suspects, leading to an exchange of gunfire, during which one officer was struck.

The suspect fled into a nearby building, prompting a barricade situation. The MPD’s Emergency Response Team later apprehended the suspect on the building’s roof, recovering the suspect’s firearm from a trash can inside the building.


Victor Terrill, 40, from Landover, MD, has been arrested and faces multiple charges, including Assault with Intent to Kill and Assault on a Police Officer. Teyona Tolson, 37, from Southwest, D.C., was also arrested for unlawful entry.

The injured officer has been taken to a hospital with non-life-threatening injuries. This case is under thorough investigation by the MPD’s Internal Affairs Division’s Force Investigations Team, with the United States Attorney’s Office independently reviewing the evidence. The Bureau of Alcohol, Tobacco, Firearms and Explosives is assisting in the investigation.
