Officer-Involved Shooting Under Investigation in Navy Yard

WASHINGTON, DC — An early morning officer-involved shooting in Navy Yard has prompted an investigation by the Metropolitan Police Department’s (MPD) Internal Affairs Bureau. The incident involved a D.C. Housing Authority Police officer and occurred during a response to unlawful entry on a property.

At around 5:41 a.m., officers were dispatched to a DC Housing Authority property on the 400 block of M Street, Southeast. A confrontation with two suspects led to gunfire, resulting in one officer being struck. The officer sustained non-life-threatening injuries and has been hospitalized for treatment.

Victor Terrill, 40, from Landover, MD, was arrested following the altercation. Charges against him include Assault with Intent to Kill, Assault on a Police Officer, Felon in Possession of a Firearm, and Unlawful Entry. Teyona Tolson, 37, of Southwest, DC, was also arrested and charged with Unlawful Entry.


The Force Investigations Team of the MPD’s Internal Affairs Bureau, with assistance from the Bureau of Alcohol, Tobacco, Firearms and Explosives, is conducting a thorough review of the incident. The United States Attorney’s Office will independently review the facts and evidence to ensure a comprehensive investigation.
