Baltimore Squeegee Panhandlers Charged After Robbing Passing Driver

SOUTHEAST DISTRICT – On the evening of March 14, around 6:00 PM, law enforcement officers monitoring the Citiwatch cameras at the intersection of Dundalk and Holabird witnessed a notable incident.

They observed a group engaging in squeegee activity, interacting with the driver of a Nissan Sentra in a manner that soon escalated to theft.

21-year-old Dedric Colvin, alongside 23-year-old Savionne Colvin and a 19-year-old male, all engaged in the squeegee activity, were involved in the incident. Dedric Colvin was caught on camera reaching into the vehicle and stealing the driver’s cellphone. Meanwhile, Savionne Colvin and the 19-year-old appeared to distract the driver by continuously cleaning the windshield and directing traffic around the stopped vehicle.


Following the theft, the driver noticed several unauthorized transactions totaling $550.00 on their Cash App account, promptly reported to the responding officers. All three individuals were arrested and taken to the Central Bookings Intake Facility facing larceny charges.

The situation escalated as another driver came forward, reporting over $2000 stolen from their Cash App account by the same suspects. This led to additional charges being filed against Dedric Colvin, Savionne Colvin, and the 19-year-old male involved in the squeegee activity.
