Millsboro Man Arrested for Home Improvement Fraud

Georgetown, DE – The Delaware State Police arrested Frank Stiles, also known as Frank Smith, a 51-year-old resident of Millsboro, Delaware, in connection with home improvement fraud following investigations that spanned over several months.

Authorities commenced investigations into Stiles’s activities in February 2023, led by the Troop 4 Financial Crimes Detectives. Stiles is accused of operating under different business names, such as Heron Creek Landscaping and Pools, Premier Pools and Spas, Regal Water LLC, and Stiles Group LLC.

He allegedly entered contractual agreements with sixteen individuals, promising to construct in-ground swimming pools along with other outdoor projects. Despite collecting over $1.5 million in payments, Stiles reportedly either failed to initiate or complete these construction jobs.

Detectives secured warrants for Stiles, and he surrendered to Troop 4 on Monday. The legal proceedings were conducted by Justice of the Peace Court 3, where Stiles faced the following charges: seven counts of theft with a property value of $100,000 or more, four counts of theft valued between $50,000 and $100,000, and one count of theft.
