Alexandria, VA – A Washington, D.C. man has been arrested following a two-month string of indecent exposure incidents in several Alexandria neighborhoods, authorities announced this week.

On August 12, Alexandria Police Department officers arrested 29-year-old Marc Westbrooks after a Grand Jury indictment tied him to multiple reports in the Del Ray, Rosemont, and North Ridge areas. Westbrooks, a registered sex offender, faces 10 misdemeanor charges—four counts of indecent exposure and six counts of simulated masturbation with intent to be seen.

Detectives spent weeks gathering evidence, including reviewing surveillance footage and interviewing victims and witnesses, before securing the indictment. Police said the charges reflect the maximum penalties allowed by state law for these offenses. No felony statutes apply under current Virginia code.

Chief Tarrick McGuire praised the efforts of investigators and prosecutors but criticized state law for classifying such acts only as misdemeanors, despite the threat posed to public safety.

“The heinous nature of this crime has shocked the conscience of our community,” McGuire said, adding that the case highlights the need for legislative review to impose harsher penalties for offenders with predatory histories.
