Ocean County gives green light to 23,780-square-foot day care center in Jackson

Jackson, NJ — A major new day care facility is on the way to Jackson Township after the Ocean County Planning Board granted final site plan approval for a 23,780-square-foot center on South New Prospect Road, contingent upon multiple infrastructure and compliance conditions being met by the developer.

The project, submitted by Star Capital Partners II, LLC, will include 95 parking spaces and roadway improvements along the County Route frontage. As part of the plan, the county is requiring pavement widening to 23 feet from the centerline in both directions, accommodating a new three-lane section to handle anticipated traffic volumes.

The board approved the proposal on a unanimous vote following a motion by Ms. McCrystal, seconded by Mr. Marra. However, the final approval is contingent upon the applicant addressing 12 specific engineering and traffic-related conditions before the official planning board approval stamp can be issued.

Among the required conditions: the applicant must dedicate additional right-of-way to the county, submit a sight triangle easement, obtain a road easement from an adjacent lot owner, reconstruct the McCurdy Lane intersection radius, and install new drainage infrastructure behind the curb line to manage stormwater runoff from the widened road.

In addition, handicap ramps must be constructed to current ADA standards, and if required by the township, sidewalk construction may be added to the opposite side of South New Prospect Road.

The developer will also be responsible for paying off-tract improvement fees related to both traffic and drainage, the amounts of which will be determined by the Ocean County Engineer. The plan must also address technical traffic and drainage memos dated July 16, 2025.

This large-scale day care center would be one of the largest in the township and is expected to serve a significant number of local families, once all engineering conditions and approvals are finalized.
