GOSHEN, NY — A Port Jervis man who violated a protective order and launched a violent kidnapping and assault on a woman last December has been sentenced to 13 years in state prison, Orange County District Attorney David M. Hoovler announced Thursday.
Francisco Ceballos-Rosario, 44, previously pled guilty to kidnapping in the second degree in connection with the December 28 incident, in which he attacked a woman inside her own home, held her at knifepoint, and forced her out into the street before brutally beating her.
According to court records, the victim awoke to Ceballos-Rosario smothering her face and attempting to initiate sexual contact. The woman had an active protection order against him at the time. After physically assaulting her and threatening her with a knife, Ceballos-Rosario forced her into a car and continued threatening her life. When the car began to malfunction, he dragged her out by her hair, beat her again, and slammed her head into a sign post.
A bystander witnessed the beating and contacted police, who quickly arrived and took Ceballos-Rosario into custody. The victim suffered severe facial injuries, including fractures and hearing loss.
Ceballos-Rosario admitted during his guilty plea to intentionally restraining the woman and using or threatening deadly physical force to prevent her escape. His sentence includes five additional years of post-release supervision.
Hoovler credited the swift actions of the Port Jervis Police Department and the Orange County Sheriff’s Office with helping bring the violent offender to justice. The case, he said, underscores the continued danger posed by domestic abusers who ignore legal protections.
