WILMINGTON, DE — A Pennsylvania man with a long history of impaired driving was arrested Saturday night after he allegedly drove off Interstate 95 and showed signs of drug impairment, marking his sixth DUI offense, according to Delaware State Police.

Troopers responded around 10 p.m. to the northbound lanes of I-95 near Marsh Road, where a tan Ford Explorer had veered off the highway and become disabled. When officers arrived, they encountered 68-year-old David Tillman of Chester Township standing beside the vehicle.

Police say they immediately recognized Tillman from prior interactions, including a recent DUI arrest. During the roadside encounter, troopers observed signs of drug impairment. Tillman reportedly declined to participate in Standardized Field Sobriety Tests and was taken into custody without incident.

A background check confirmed Tillman has five prior DUI convictions. He was transported to Troop 1, where he was formally charged with his sixth offense for driving under the influence of drugs.

Tillman was arraigned by Justice of the Peace Court 11 and committed to the Howard R. Young Correctional Institution on $10,001 secured bond.
