NORFOLK, Va. — The Virginia State Police and the Virginia Missing Children Clearinghouse have issued an Amber Alert for a 4-year-old boy abducted in Norfolk Monday morning.
According to the Norfolk Police Department, Kai Foreman was taken around 11:40 a.m. from the 900 block of East Liberty Street. Authorities said the child is believed to be in extreme danger.
Kai Foreman is described as a Black male, 3 feet 6 inches tall, weighing 40 pounds, with black hair and brown eyes. He was last seen wearing red Crocs, blue shorts, and a grey True Religion T-shirt.
Police identified the suspected abductor as Tyli Nekah Scott, a 27-year-old Black male with black hair styled in small braids and brown eyes. He is 6 feet 1 inch tall, weighs 173 pounds, and was last seen wearing khakis, a plaid shirt, and a ski mask.
Authorities urge public assistance
Law enforcement agencies across the state are actively searching for the suspect and child. No vehicle information has been released at this time. The Amber Alert remains active as the investigation continues.
