Dover, DE – Wednesday A man found unconscious behind the wheel of a pickup truck during a routine welfare check was arrested after troopers discovered nearly a gram of heroin, 14 grams of meth, and a suspected homemade bomb in the vehicle.

Troopers were following up on an unrelated investigation around 4:30 p.m. when they saw a man slouched over and snoring inside a pickup truck parked in the driveway of a home on the 4000 block of Forrest Avenue. The truck’s door was wide open. As troopers approached to check on the man’s well-being, they spotted a blue wax bag — consistent with heroin packaging — in plain view on the center console.

The man, later identified as 39-year-old Bradley Buchman of Dover, was awakened and taken into custody without incident. A search of his person revealed 33 blue wax bags containing a combined 0.99 grams of suspected heroin and two additional bags containing 14 grams of suspected methamphetamine.

Inside the vehicle, troopers located drug paraphernalia and a suspicious object that appeared to be an improvised explosive device.

The Delaware State Police Explosive Ordnance Disposal Team and the Delaware State Fire Marshal’s Office responded and confirmed the object was indeed a functional IED. The device was secured without injury or damage.

Buchman was taken to Troop 3, where he was charged with felony possession of a controlled substance in a Tier 2 quantity, possession of a controlled or counterfeit substance, and possession of drug paraphernalia. He was arraigned in Justice of the Peace Court 2 and released on a $4,000 unsecured bond for those charges.

He was later hit with an additional felony charge of possession of an explosive device from the Delaware State Fire Marshal’s Office. For that offense, he was committed to Sussex Correctional Institution on a $5,000 cash bond.

Officials did not release further details about the ongoing investigation into the explosive device. No injuries were reported at the scene.
