New York bill would grant in-state tuition to Team USA Olympic athletes training in the state

Albany, NY – A bill introduced in the New York State Assembly would allow Olympic and Paralympic athletes training in New York to pay in-state tuition rates at public colleges and universities.

Assemblymember Robert Carroll’s proposal, known as Assembly Bill A761C, would make members of Team USA eligible for reduced tuition at both the State University of New York and the City University of New York systems.

The measure aims to attract elite athletes to New York training centers, including the Olympic facilities in Lake Placid, by aligning the state with others that already offer similar benefits.

In-state tuition seen as a draw for Olympic hopefuls

The legislation defines a “Team USA athlete” as an individual recognized by the United States Olympic and Paralympic Committee and actively training in New York State. These athletes would qualify for in-state tuition regardless of their official state residency.

Carroll said the proposal is designed to bolster New York’s standing as a destination for elite sports development, particularly as states like California, Colorado, and Utah offer comparable tuition advantages to national-level competitors.

Lake Placid’s Olympic legacy central to the proposal

Lake Placid, host of the Winter Olympics in 1932 and 1980, remains a year-round training hub for U.S. winter athletes. Supporters of the bill argue that providing tuition relief could help retain and attract competitors who balance higher education with demanding training schedules.

The measure also aims to strengthen local economies in Olympic regions by encouraging athletes to live, study, and train in-state, expanding New York’s sports and academic footprint.

Fiscal impact yet to be determined

While the bill’s fiscal implications for state and local governments are still being assessed, lawmakers note that the number of qualifying athletes would likely be limited, minimizing budget effects.

If enacted, the bill would take effect on July 1 following its passage, applying to all subsequent academic terms.
