TOMS RIVER, N.J. — A 20-year-old individual suffered an apparent overdose Tuesday evening at the top level of the Toms River municipal parking garage, where a homeless encampment has recently formed, officials confirmed.

Police and emergency responders arrived to find CPR in progress near a makeshift shelter area adjacent to the downtown branch of the Ocean County Library. The individual was found unresponsive, and medical personnel continued life-saving efforts on scene.

Authorities have not disclosed the victim’s identity or current medical condition. The substance involved in the incident has not yet been determined.

Encampment draws scrutiny amid ongoing concerns

The location of the overdose is part of a homeless encampment that has emerged in recent weeks within the municipal lot.

The encampment has drawn attention following its endorsement by the Ocean County Board of Commissioners, including public statements of support from Commissioners Frank Sadeghi and Robert Arace.
