WOODBRIDGE, Va. — Authorities have charged an 18-year-old driver with involuntary manslaughter in connection with a fatal crash that occurred last month at the intersection of Minnieville Road and Summit School Road, police announced Tuesday.

Wania Mussarat Shaikh of Marlboro Court in Woodbridge was arrested on June 10 following an extensive investigation into the May 27 collision. Shaikh is being held without bond as the legal process moves forward.

According to investigators, Shaikh was driving a 2021 Toyota Highlander northbound on Minnieville Road when the vehicle entered the intersection against a red traffic signal at more than double the posted speed limit in an active work zone. The Highlander collided with a 2020 Honda Accord, which was attempting a left turn across the northbound lanes toward Summit School Road.

The impact of the crash critically injured the driver of the Honda Accord, identified as 45-year-old Seema Rizvi of Woodbridge. Rizvi was extricated from her vehicle and transported to a local hospital, where she later died from her injuries.

Investigation rules out alcohol or drugs as factors

Initial reports from the scene indicated that the collision occurred shortly after 9:30 a.m. Both drivers were evaluated, and investigators determined that neither alcohol nor drugs were contributing factors in the crash.

Shaikh sustained non-life-threatening injuries and was treated at an area hospital following the incident. The charge of involuntary manslaughter was filed after investigators completed their review of the evidence.
