WILMINGTON, DE – A 21-year-old Wilmington man was sentenced to 144 months in federal prison Friday for his role in a violent interstate kidnapping conspiracy that began in Delaware and ended in Georgia, the U.S. Attorney’s Office announced.
Donnie Taylor was sentenced by U.S. District Judge Richard G. Andrews following his conviction for a kidnapping scheme that took place in October 2022. According to court records, Taylor conspired with an unnamed juvenile and Kyaire Finch to lure a victim to a New Castle parking lot under false pretenses. Once there, the suspects assaulted the victim, stole his wallet and cell phone, and used a mobile app to transfer $1,400.
Finch restrained the victim in the back seat while Taylor drove across state lines to the victim’s home in Pennsylvania. At the Pennsylvania apartment complex, Taylor and the juvenile entered the victim’s residence while Finch held the victim outside. During the home invasion, Taylor assaulted a second person and stole $865 and items including a PlayStation 5.
After fleeing the scene, Taylor returned to Delaware, where he assaulted a 68-year-old woman and stole her vehicle. He and the juvenile then drove to Georgia in the stolen car.
While on the run, Taylor wrote a note on his phone labeled “Fugitive to-do list,” including the reminder to “get a new phone. Burner phone.” On October 20, 2022, Taylor led Georgia State Police on a high-speed chase before being apprehended following a PIT maneuver and a brief foot pursuit.
The investigation involved the FBI’s Delaware Violent Crime and Safe Streets Task Force, New Castle County Police Department, Pennsylvania State Police, and Georgia State Police. The case was prosecuted by Assistant U.S. Attorneys Kevin P. Pierce and Carly A.
