Asbury Park Man Arrested for Kidnapping and Luring Child

FREEHOLD, NJ – Raquan M. Folk, a 29-year-old Asbury Park resident, has been arrested and charged with first-degree Kidnapping, second-degree Luring a Child, and third-degree Endangering the Welfare of a Child via Sexual Conduct, as stated by Monmouth County Prosecutor Raymond S. Santiago on Monday.

Last Tuesday, at around 5:30 pm, the 11-year-old victim was approached by Folk, who convinced her to get into his white Kia on Ridge Avenue in Asbury Park.

Folk drove to neighboring Neptune Township and asked the victim to undress.


When the vehicle stopped at a service station, the victim ran, found help from a passerby, and was taken to the Neptune Township Police Department.

Folk was arrested on Thursday without incident and is now detained in the Monmouth County Correctional Institution, pending a detention hearing in Monmouth County Superior Court.
