Elizabeth Man Arrested for Child Offenses After Joint Investigation

ELIZABETH, NJ — Neil Rosenstein, 78, has been arrested and charged with multiple sexual offenses against a child. The charges include second-degree endangering the welfare of a child, third-degree aggravated criminal sexual contact, and fourth-degree criminal sexual contact, according to a joint announcement from Union County Prosecutor William A. Daniel, Elizabeth Police Director Earl Graves, and Elizabeth Police Chief Giacomo Sacca.

In October 2022, the Elizabeth Police Department received a tip about alleged sexual acts committed by Rosenstein against a child, which had taken place years earlier. A subsequent joint investigation by the Elizabeth Police Department and the Union County Prosecutor’s Office Special Victims Unit revealed the assault occurred in Elizabeth during the summer of 2015. The victim was fifteen years old at the time, stated Assistant Prosecutor Caroline Lawlor, who is overseeing the case.

Rosenstein was arrested on October 20 at Newark Liberty International Airport upon his return to the country. He was sent to the Essex County Jail, where he will remain pending further proceedings.
