New Jersey Senate Education Committee Reviews School Funding Formula

TRENTON, NJ — New Jersey Senator Vin Gopal, Chair of the Education Committee, presided over an extensive hearing on Thursday, listening to hours of testimony regarding the state’s flawed S2 school funding formula.

The session was aimed at evaluating the state’s school aid funding formula, which has remained unchanged since the enactment of the 2008 School Funding Reform Act (SFRA).

The hearing, which welcomed a range of testimony from educators, experts, and stakeholders, focused on the necessity of modernizing the school funding formula. With the recalibrations under S2 concluding this year and over a decade of data showcasing the formula’s impact on districts, Senator Gopal emphasized the importance of revising the funding model to better align with the evolved needs of New Jersey’s school districts.


Testimonies highlighted the uneven impact of the SFRA formula across various districts. Some districts have benefited from the formula, achieving stabilization, while others have faced fiscal challenges and volatility. The call for a more balanced, predictable, and flexible funding formula was echoed throughout the day, with the aim of preventing districts from making last-minute, difficult budget decisions related to personnel, programs, and operations.

Senator Gopal expressed optimism that the insights gained from the hearing would contribute to developing revisions that not only maintain the formula’s achievements but also address its shortcomings.
