DOVER, DE—Delaware State Police have arrested Paul Brand, a 42-year-old resident of Smyrna, Delaware, following a disturbance at a Royal Farms store in Dover. The incident, which included drug offenses and resisting arrest, occurred on the evening of Monday, May 28, 2024.
Responding to a call at around 7:15 PM at the Royal Farms located at 5456 North Dupont Highway, a trooper found Brand causing a commotion in the men’s restroom. He had reportedly been yelling and screaming for over an hour.
Upon making contact, the trooper searched Brand and discovered a clear plastic sandwich bag containing numerous small plastic orange capsules filled with a white powdery substance.
The situation escalated when Brand resisted arrest, failing to comply with verbal commands and striking the trooper. During the confrontation, Brand attempted to dispose of the evidence by flushing the capsules down the toilet. He was subsequently subdued with the use of a taser and taken into custody.
Brand was charged with tampering with physical evidence, resisting arrest—both felonies—possession of a controlled substance without a prescription, disorderly conduct, and criminal trespass. He was arraigned at Justice of the Peace Court 7 and released on his own recognizance.
