Officer demoted after on-duty misconduct investigation
Officer Frank Adomaitis was demoted after investigators sustained multiple charges, including untruthfulness, improper computer and network use, pursuing personal relationships while on duty, conduct unbecoming, and engaging in sexual activity while working.
According to the disciplinary report, Adomaitis used his work email account to pursue and maintain a personal relationship. Investigators also found he engaged in sexual activity while on duty.
The report further states that Adomaitis lacked candor during the Internal Affairs investigation when confronted with evidence related to the misconduct.
Officer terminated after criminal charges involving coworker
Officer Andrew Clayton was terminated following an investigation into allegations involving a former coworker.
According to the disciplinary report, Clayton was involved in a dating relationship with a fellow employee and later distributed nude photographs of her to other coworkers without her consent.
The woman filed a complaint with local police, leading to criminal charges that included invasion of privacy, cyber-harassment, and tampering with or fabricating evidence.
The report indicates Clayton received a 420-day suspension and separated from the agency while the case was pending.
Second officer fired after DWI-related incidents
Officer Rawldon Richardson was terminated following two separate motor vehicle incidents that resulted in criminal charges.
According to the report, Richardson was involved in a crash with injuries in Egg Harbor Township on Sept. 7, 2024, and was charged with driving while intoxicated and assault by auto.
The disciplinary summary states Richardson was later involved in another crash with injuries in Ventnor on June 9, 2025, where he was charged with driving while intoxicated and leaving the scene of an accident.
Richardson received a 206-day suspension before being removed from the agency.
Cases included in state transparency report
The disciplinary actions were published as part of Attorney General Directive 2021-6, which requires New Jersey law enforcement agencies to disclose major disciplinary actions involving officers.
The report is intended to provide greater public transparency regarding serious misconduct findings and disciplinary outcomes within law enforcement agencies statewide.
